Abuse at Creche

I have recently removed my 3 year son and 8 month old daughter from a well know Port Elizabeth creche due to my son being abused and tormented by his teacher. I wrote the principle a letter on removing them with all my concerns and reasons. She wasn't even shocked and didn't look concerned. I asked her for feedback on the outcome of any action taken and to date (3 weeks) I have not had a response from the school. How can I take this matter further (without having to do the ugly court and police route)? I want to make someone in the right place aware of what is happening as my son was not alone in the abuse and a few other kids in her class were also taken out of the school this year. I worry about the little ones left behind who's parents don't know about whats going on and I don't want to keep quiet! Any advice? I have Googled for hours but no luck!

The school has to be registered, and the controlling body needs to be alerted. I am not sure what they are called though, but you can always call the child protection authorities who should be able to assist.
